Sync helm-toolkit for Staffeln

Staffeln never had a chart and it lives entirely locally, therefore
changes are not captured for "helm-toolkit".  This syncs it with
the most recent one and also drops patches since they are meaningless
because we don't use it with "chart-vendor"
